(pursuant to the requirements of the Regulation
for Passenger Transportation and Terms for travelling on the public transport
throughout the territory of Sofia Municipality).
Controlling the regularity of passengers
is exerted by ticket inspectors, who have official ID documents (personal
ID card for inspection, a sign and a badge), who produce their identity cards
to passengers. Such inspectors check
up the available travel documents of passengers, they charge the passengers
without regular travel document;
they draw up penal acts at rates as approved by the Sofia Municipal Council
for passenger without regular documents.
When ticket inspectors ascertain a case with
a passenger travelling without travel document or with an irregular travel
document, then such a passenger has to pay a ticket for passengers without
regular travel document at a fare ten times higher than the fare of
a single ticket. Such a ticket should be punched by the inspector and entitles
the passenger to continue his/her travel by the same vehicle.
Upon
illegal use of a transport document with expired validity term or a pass with
another person registered, such a passenger should pay a ticket for charging
of passenger without regular travel document, at a rate ten times the fare
of a ticket for single use. Such a ticket should be punched and it entitles
such a passenger to continue his/her travel. The irregular document should
be confiscated and handed over to the relevant competent offices of
"SKGT - Sofia" EOOD and "Metropoliten" EAD, for undertaking
penal activities pursuant to the Penal Procedure Code.
For each unit subject to charging, but with
uncharged luggage, then the particular passenger should pay a ticket for charging
of passenger without regular
travel document, at a rate ten times the fare of a ticket for single
use. Such a ticket should be punched. In case passenger refuses to pay a ticket
for charging of passengers without
regular travel document or in case of travelling with a forged transport
document, such a passenger has to be compelled to get off the transport vehicle
on the first immediately coming stop along the route and is made an infringement
act.
The transport document entitles its holder to
freely carry a luggage of dimensions 60 x 40 x 40cm. A luggage of dimensions
larger than the specified above has to be additionally charged with a ticket
for the single journey of each separate ticket. Exception is made for baby-carriages
only.
Any passenger with a travel document may transport
with him/her/self a pet dog, which should be supplied with a full muzzle,
a leash, health passport, paid tax certificate and a regular transport document.
A stowaway with a falsified transportation
document is compelled to get off the public conveyance at the first stop on
the route, and is fined with a penalty notice.
A copy of the filled-in and signed
penalty notice is submitted to the stowaway, who is obliged to pay the fine
willingly at the Revenue Realization Centre under the Metropolitan Public
Conveyances Co. Ltd., Sofia in 7 days as of the date of issuing the penalty
notice.
After the seven-day term is over,
the stowaway is appealed to do the payment, and at the event of nonpayment
steps.At refusal to pay a stowaway ticket or sign a penalty notice of a fine,
a statement against the stowaway is drawn up. The other two copies,
together with the objection, the collected pieces of evidence and other annexes
to the documentation are sent to the penalty body, for issuing a penalty document.
The General
Manager of
Public Transport Company Sofia
Ltd. and the Executive Director of "Metropoliten"
EAD are entitled to enter in contractual relations with the Sofia Directorate
of the Interior policemen from the non-commissioned officer's staff for controlling
the public order and regularity of the passengers in transport vehicles.
For any non observance of the order in transport
vehicles, established through this Regulation, infringers should pay to the
inspecting authorities a ticket for charging of passenger without regular
travel document, at a rate ten times the fare of a ticket for single use.
Such a ticket should be punched.
The ticket inspector supervising the regularity
of passengers, is officially responsible for checking the regularity of passengers,
who travel by transport
vehicles of SKGT, as well as for charging and sanctioning the passengers
without regular travel document.
