Art. 5 (1) Passengers shall be transported against a regularly issued ticket, pass or other transport document, after an established form, except for children under 7 years.
Art. 9 A pass, issued for a specified line, shall be valid for all transport vehicles in the sections with coinciding route and common stops with the line indicated on the pass, without the underground, as well as upon a provisional organization of the city transport, along the substituting lines.
Art. 12 (1) A passenger, who is supplied with a travel document, shall be entitled to bring and carry hand luggage not exceeding 60x40x40 cm.
(2) Luggage with dimensions exceeding those stipulated in Art. Above, par.
1 shall be charged with a ticket for single journey for each separate pack.
An exception shall be made for baby carriages.
(3) A passenger with a transportation document can also transport his/her
domestic dog equipped with a muzzle, halter, health certificate, paid-tax document
and regular transportation document.
Art. 14 (1) When using the MCT vehicles, passengers shall be obliged, as follows:
1. To get on the public transport vehicles, supplied in advance with a pass or a ticket or purchasing such from the driver of the particular vehicle, which they should punch or mark prior to the next stop and preserve it until getting off;
2. To show their transport document for a check to the competent controlling authorities, and those who travel with a registered pass to show a passport or ID card;
3. Upon ascertaining of a violation or a refusal to pay a ticket for charging passenger without regular travel document, the latter should produce his/her identity with a passport or ID card, in order to drawn a penal act;
4. To get on and off the vehicles, only when the latter have come to a stand on the established stops.
(2) Passengers shall be prohibited:
1. To stay on the doorsteps of the vehicles and impede closing the doors;
2. To speak with the driver or otherwise divert his attention;
3. To violate the order and the peace of the passengers;
4. To contaminate and/or destroy the vehicles;
5. To do any business, advertisement or religious activity not stipulated in Section III;
6. To endanger though their actions the traffic safety and that of the other passengers;
7. Smoking and/or consumption of foods and drinks in the vehicles and the underground stations;
8. To give their transport document to another person;
Art. 21. (2) Upon a case of finding by the controlling authorities of a passenger without regular travel document or with irregular document, then such a passenger shall have to pay a fee ten times higher than the value of a single journey. The ticket should be then punched by the inspector and entitles the passenger to continue his travel by the same vehicle.
(3) Upon illegal using of the transport document and expired validity term or registered pass of another person, such a passenger shall have to pay a penalty fare for charging of passenger without regular travel document, 10 times the fare of the usual single ticket. Such a ticket should be punched and it entitles the particular passenger to continue his journey. The irregular document should be confiscated and handed over to the respective office of "SKGT- SOFIA" EOOD and Metropoliten AD, for undertaking penal acts pursuant to the Penal Procedure Code.
(4) For every unit, subject to be charged, with uncharged luggage, a ticket shall be paid 10 times the fare for the usual single ticket. Such a ticket shall be punched.
(5) If a passenger refuses to pay for a stowaway ticket, he/she is compelled to get off the public conveyance and a penalty notice is given him/her to sign, thus being fined 10 levs. The penalty notice contains data about the violator, the place and time of violation, the violated regulations, the amount of fine and the date of issuing the notice. The inspector signs the notice, and so does the stowaway who agrees to willingly pay the penalty.
(6) A stowaway with a falsified transportation document is compelled
to get off the public conveyance at the first stop on the route, and is fined
with a penalty notice.
(7) A copy of the filled-in and signed penalty notice is submitted to the
stowaway, who is obliged to pay the fine willingly at the Revenue Realization
Centre under the Metropolitan Public Conveyances Co. Ltd., Sofia in 7 days as
of the date of issuing the penalty notice.
(8) After the seven-day term is over, the stowaway is appealed to do
the payment, and at the event of nonpayment steps are taken under Article 22.
(1).
Art.
22. (1) At refusal to pay a stowaway ticket or sign a penalty notice of
a fine, a statement against the stowaway is drawn up.
(5) The other two copies, together with the objection, the collected pieces
of evidence and other annexes to the documentation are sent to the penalty body,
for issuing a penalty document.
(7) When issuing a penal act, the inspecting authority shall announce the value of the damage caused by the infringer. The amount of such a fee is one hundred times the value of a ticket for single use. Such a penal act shall be signed by authorized official.
Art. 24 (1) For any non-observance of the order in the transport vehicles, which has been established through this Regulation, any infringer should pay to the controlling authorities a penalty fare for charging of an passenger without regular travel document, 10 times higher than the fare for a single journey. Such a ticket should be punched.
(2) For any damages in the public transport vehicles and facilities, which have been found by the carrier’s controlling authorities, "SKGT- SOFIA" EOOD, “Metropoliten” EAD, the Mayor of Sofia, the Minister of Transport and Communications and the Minister of Interior, a verification protocol is drawn. The following data shall be included in such a statement: details of the committer of the damage, kind of the damage, place, day and time of its committing.
(3) Upon a committer’s refusal to sign the verification protocol, he/she shall be verified through the signature of the inspecting authority and one witness.
(4) The damage value shall be refunded after a court order, unless the committer pays it voluntary.
